HARDI and AHRI (Sep. 28) asked NYC DOB to amend Local Law 77’s A2L rule: adopt ASHRAE 15 / 15.2 / 34 (2024) — with addenda through June 2026 — instead of the 2022 editions LL77 cites. Three NYC-only asks: drop pipe-in-pipe / 2-hour enclosure, allow corridor piping when ASHRAE 15 charge/testing rules are met, and restore the unmodified “air circulation” definition. Retrofit-heavy buildings (and LL97 work) pay the complexity tax first.
California SB 222 signed — real-time heat-pump permits required by July 2028 (3 minute read)
Governor Newsom approved SB 222 (Wiener) on Sep. 28, 2026; it was chaptered the same day as Chapter 738, Statutes of 2026 (leginfo). As chaptered: online real-time permits for qualifying residential heat-pump water heater / HVAC swapouts by July 1, 2028; async inspections from July 1, 2027; fee caps $150 / $200; Manual J load-calc certification; HOA HP/fuel-switch blocks largely void. Not new construction or gas-furnace/AC digital permits.
