🚨 Rules, Refrigerants & Safety
California AB 2313 signed — utilities must fund electrify-instead-of-gas-line-swap option by 2028 (3 minute read)
Governor Newsom approved AB 2313 (Berman), the Home Energy Choice Act, on Sep. 30, 2026 — chaptered as Chapter 934, Statutes of 2026. By Jan. 1, 2028, CPUC must require each gas corp to offer a service-line replacement alternatives program: eligible residential customers facing a planned swap get a monetary incentive (below avoided cost) to electrify and cease gas service instead. Emergency swaps exempt; sunsets Jan. 1, 2035. Distinct from Issue 10’s SB 222 permitting.
ACCA: Washington I-2066 struck — federal Energy Choice Act (H.R. 3699 / S. 1945) gets another push (3 minute read)
ACCA (Sep. 30) flagged the Washington Supreme Court (Sep. 17) striking voter-approved Initiative 2066 on single-subject grounds — wiping 2024 natural-gas access protections. ACCA is pressing the federal Energy Choice Act (H.R. 3699 / S. 1945), which would bar state/local limits on energy services by fuel type, and reported Hill meetings with House Energy & Commerce staff and Rep. Randy Weber’s office. Advocacy ask — not enacted law. Distinct from Issue 9’s Washington HFC piece.
🏠 Residential & Contractor Business
Connected thermostats are rewriting maintenance agreements — condition-based, not calendar (3 minute read)
ACHR’s Sep. 30 package (Trane’s Caitlin Butler) frames dealer remote access + diagnostics as the new maintenance agreement: filter alerts, runtime history, and predictive SDAs (clogged condensate, excessive strip heat) year-round — not spring/fall truck rolls. Link UX360 / Priority Smart + Diagnostics Premium add long runtime graphs, PDF reports, and an AI tech assistant. Homeowners grant/revoke Dealer Remote Access in-app. Distinct from Issue 8’s thermostat sales QL — this is recurring-revenue / callback ops.
How old is too old to save? Contractors draw the repair-vs-replace line past the calendar (3 minute read)
ACHR Sep. 29 (No Problem Heating & Cooling; Welsch Heating & Cooling): no hard age cutoff — condition, refrigerant, parts, repair history, and safety trump birth year. Welsch sharpens the replace talk around 15 years on major work; both shops still fix capacitors/contactors on decades-old gear when it pencils. Document recommendations (and waivers) when owners insist on compressor-only patches. Walk away on unsafe jumpers. Soft ops guidance — attributed contractor voices, not a code change.
🏢 Commercial, Controls & Buildings
LG plants first U.S. chiller factory in Virginia — air-cooled AIDC units from 1H 2027 (3 minute read)
LG Electronics USA (Oct. 1) will build a 350,000-sq-ft air-cooled chiller plant on 43 acres in Isle of Wight County, Virginia — production targeted for 1H 2027, 150+ jobs. Part of a KRW 150 billion capacity push that also expands Pyeongtaek and Changwon lines. Pitch: North America holds >half of global AI data-center capacity; “Chip-to-Chiller” stack (chillers, CDUs, cold plates). Distinct from Issue 8’s LG mag-bearing product launch — this is U.S. manufacturing footprint.
🧰 Products & Field Technology
Daikin, Carrier, and Trane detail how OEM AI is reshaping plants, support, and engineering (3 minute read)
ACHR Oct. 1: Daikin Applied (DaikinIQ), Carrier (Abound “Tell Me More”), and Trane Technologies (AI Control on Tracer SC+; ARIA) describe AI in field service, engineering scaffolding, forecasting, and building ops — with human-in-the-loop checks against hallucination and drift. Trane cites up to ~25% HVAC energy cut via AI Control — OEM claim. Treat as OEM ops roadmap, not a new SKU. Distinct from Issue 7 Trane Cloud AI and Issue 10 ServiceTitan survey.
💼 Market, Deals & Workforce
Vertiv to buy UtilityInnovation Group for ~$1.45B — microgrids upstream of the rack (2 minute read)
Vertiv (Sep. 2) agreed to acquire UtilityInnovation Group for about $1.45 billion cash at close, plus up to $1.15 billion EBITDA earnouts over 12–24 months (~13× expected 2027 EBITDA at the base price). UIG adds microgrid controls, onsite generation/storage orchestration, microgrid switchgear, and behind-the-meter power architecture — grid interconnect to chip, generation-agnostic. Close targeted Q4 2026, subject to HSR/regulatory. Soft power-adjacency for DC thermal desks; distinct from Issue 10’s Vertiv–King Environmental Services QL.
