JCP&L ends rebates for partial-load heat pumps and moves full fossil replacements to Clean Comfort, with a Nov. 1 grace cutoff (3 minute read)
A JCP&L notice to New Jersey contractors says that since Oct. 1, fully replacing fossil heat with a cold-climate heat pump goes through Clean Comfort, not the HVAC Rebate Program. A new heat pump covering only part of the load beside a furnace or boiler gets no rebate under either program. Dual-fuel must cover 100% of the heating load, with integrated controls. Contracts or financing dated before Nov. 1 keep the old rules.

They blame COVID supply shocks, SEER2, the AIM Act refrigerant shift and metal tariffs. Mitsubishi Electric Trane filed separately. Several of the consolidated suits were filed by HVAC contractors themselves.
NOAA's winter outlook: a very strong El Niño tilts odds warm across the northern tier and Great Lakes (2 minute read)
NOAA's Climate Prediction Center (Oct. 15) says a very strong El Niño is still building, with an 80% chance at least a strong event holds through Jan.–Mar. Its Nov.–Jan. outlook favors above-normal temperatures across the northern tier, the western third of the U.S., the Ohio Valley and mid-Atlantic. The strongest warm odds sit over the upper Mississippi Valley and Great Lakes. Much of the Southeast leans near normal. The Dec.–Feb. map largely keeps that pattern.
