🚨 Rules, Refrigerants & Safety

Washington's building code council votes today on letting A3 refrigerant equipment into the state mechanical code (2 minute read)

The State Building Code Council meets today at 10 a.m. PT on final drafts of the 2024 codes. The mechanical code draft carries Proposal 24-GP1-113, an exception for highly flammable A3 refrigerants such as R-290. HARDI, AHRI, WA ACCA, PHCC and PHCC WA asked the governor and Legislature to block it, saying it relies on international standards that don't match the U.S. safety framework. Check the outcome before quoting A3 equipment in Washington.

A House bill would put HVAC on the inspection list in military family housing and set humidity below 50% (2 minute read)

The MOLD Act (H.R. 7188) would require independent inspections of privatized military housing at tenant turnover, after safety complaints and after corrective work, covering HVAC, plumbing, electrical and structural conditions. It defines acceptable indoor relative humidity as below 50%. Failed units would need remediation or tenant relocation within 30 days. SMACNA backs the bill, and a Senate committee put a MOLD Act–based provision into its FY2027 defense bill.

🏠 Residential & Contractor Business

Consumers' view of buying big-ticket items fell 18% in October (2 minute read)

The University of Michigan's final October survey (Oct. 23) held sentiment at 48.0, 10% below a year ago. The current-conditions index fell 8.3%, and Michigan says that drop came entirely from buying conditions for durables, which plunged 18% on higher interest rates and affordability worries. Year-ahead inflation expectations rose to 4.7%. Expect more repair-versus-replace math and more financing questions at the kitchen table.

After 25C: a Sacramento contractor's playbook for running utility rebates as a process (3 minute read)

With the federal credit gone, Alpha Mechanical's Andrey Yev writes that most heat-pump money now comes from utilities, and it flows through the contractor. SMUD pays up to $3,000 for a variable-stage gas-to-electric swap, and the contractor files for it. His rules: reserve before install, quote the rebate as its own line, confirm the AHRI number resolves, photograph the old unit, and know how long you can carry fronted rebates.

Daikin SkyportCare wins a CEE award for guided commissioning and charge verification (2 minute read)

The Consortium for Energy Efficiency named SkyportCare a 2026 Integrated Home Competition winner (Daikin, Oct. 21). The platform walks installers through a Quality Install workflow, validates refrigerant charge for the specific system and produces a dealer commissioning report plus a plain-language homeowner report. After the install it handles monitoring, alerts and, where authorized, remote adjustments. It works on select Daikin, Amana and Goodman models.

💼 Market, Deals & Workforce

Builder confidence falls to a 14-year low as 43% of builders cut prices (2 minute read)

The NAHB/Wells Fargo index fell three points to 29 in October, the lowest since June 2012. Buyer traffic dropped to 18, and 43% of builders cut prices, the highest share since 2020. More than a third reported immigration enforcement in their markets, slowing jobs. For shops tied to new-construction installs, the builder pipeline looks thin into winter. Remodelers are steadier: NAHB's Q3 remodeling index held at 62.

Chill Brothers makes its 10th acquisition, buying 45-year-old Bowles Heating and Cooling in San Angelo (2 minute read)
